What is the HCS Program?

The Texas Home and Community-Based Services (HCS) program provides Medicaid-funded services to individuals with intellectual disabilities, allowing them to live in community settings rather than institutions. Services include residential support, day habilitation, respite, and more — at no out-of-pocket cost to eligible individuals.

The Story Behind Our Name Named in honor of rodney

A Place for Rodney Living Solutions was founded by Vickie M. Richard, whose son Rodney's life, gifts, and support needs became the inspiration behind her lifelong passion for serving individuals with intellectual and developmental disabilities.

For over 20 years, Vickie has worked as a Host Home Provider, offering direct support, guidance, and care to individuals with IDD. Through both personal and professional experience, she developed a deep commitment to helping individuals live in safe, supportive, and respectful environments where their unique needs are truly understood.

This agency was created to ensure that others and their families can find not just a placement, but a true place of belonging, respect, and individualized support that enhances quality of life.

We know that choosing the right care for your adult child is one of the most important decisions you will ever make. Here are answers to the questions families ask us most.

The HCS program is a Texas Medicaid waiver program that provides long-term services and supports to people with intellectual and developmental disabilities (IDD). It allows individuals to live in community settings — such as their own home, a family home, or a host home — rather than in a large institution. Services are funded through Medicaid and designed around each person's unique needs and goals.
To be eligible, your loved one must: (1) be diagnosed with an intellectual disability or a related condition, (2) be enrolled in Texas Medicaid, (3) meet the ICF/IID level of care criteria, and (4) be at least 3 years of age. Most adults with Down syndrome, autism, cerebral palsy, or other IDD diagnoses qualify. We can help you understand the eligibility requirements and navigate the process.
The first step is to contact your local LIDDA (Local Intellectual and Developmental Disability Authority) to be placed on the HCS interest list. Once your loved one reaches the top of the list and receives an offer, you can choose A Place for Rodney Living Solutions as your provider. We walk families through every step — from the initial intake meeting to developing a person-centered plan tailored to your loved one's needs.
We are a family-founded organization rooted in personal experience with IDD. Our founder, Vickie M. Richard, built this agency with over 20 years of hands-on experience and a deep commitment to treating every individual as a full person — not a case number. We maintain small, family-style living environments, prioritize consistent caregivers, and involve families in every decision.
Through the HCS program, A Place for Rodney provides: Host Home / Companion Care, Residential Support Services, Day Habilitation, Community Habilitation, Respite Care, Employment Assistance, and Supported Home Living. Each person's service plan is individualized — your loved one receives only the services that match their goals and support needs.
That depends on your loved one's preferences and needs. The HCS program offers several living options: living with a trained Host Home provider family (our most popular option), living in a small group home with 3 or fewer residents, or living in their own home or with family while receiving support services. We work with you to find the setting that feels most like home.
The HCS program is funded through Texas Medicaid, so there is no out-of-pocket cost for eligible individuals. Families do not pay for the services covered under the waiver. Our team will help you understand exactly what is covered and assist with any paperwork or documentation needed to ensure your loved one receives their full benefits.
The HCS interest list in Texas can be several years long, which is why we strongly encourage families to contact their local LIDDA and get on the list as early as possible — even if your loved one is still a teenager. Once an offer is made, families typically have a limited window to accept. We are happy to advise you on how to navigate this process and what to do while you wait.
